John Buechler is a GIS Manager at the Polis Center. He has an extensive background in managing a variety of GIS projects. He has been responsible for developing the strategic plans and project requirements and managing projects through the implementation phases. He has managed GIS collaborations with local government, utilities and small businesses. He has also led the development of local community Federal Emergency Management (FEMA) Pre Disaster Hazard Mitigation Plans.

Before joining The Polis Center in 1999, Mr. Buechler was a senior manager at MSE/Analytical Surveys Inc. for 20 years responsible for managing a variety of GIS projects. He has a master's degree in environmental science from Indiana University.

Manager for PDMC 2005 Hazard Mitigation Risk Assessment and Planning Assistance for Indiana Department of Homeland Security. The Indiana Department of Homeland Security partnered with The Polis Center and five regional commissions to facilitate the creation of pre-disaster mitigation plans for the counties they represent. The five identified regions cover 29 counties located in southern Indiana near the Ohio and Wabash Rivers, many of which have experienced serious flooding in the recent past.

GIS Manager for Indianapolis Metropolitan Planning Organization (MPO) GIS Requirements Analysis. The Polis Center provided needs analysis research, and subsequently developed a GIS Data Model for ArcGIS enabling the MPO to use GIS in transportation data maintenance and analysis.

Manager for PDMC 2003 Hazard Mitigation Risk Assessment and Planning Assistance for Indiana Department of Homeland Security. The Indiana Department of Homeland Security partnered with The Polis Center and Indiana Region 15 Planning Commission to facilitate the creation of four pre-disaster mitigation plans for four southern Indiana Counties.

GIS Manager for Indianapolis Airport Authority GIS Project. The Polis Center developed the GIS Project Implementation Plan for the Midfield Terminal Project and assisted in the creation of the RFP and selection of the firm providing the GIS implementation services and provided technical consulting during the Geodatabase development process.
